The Strategy for Economic, Social and Cultural Development
"A Shared Vision" (2000) provides guidelines for the preparation of the Strategy for Economic, Social and Cultural Development. The key questions (Section 3) are:
1) Where are we?
2) Where do we want to go?
3) How should we get there?
4) How will we know we are getting there?
The Strategy is based on wide-ranging consultation. The results of this consultation are incorporated into the Strategy in a meaningful way.
The Strategy had to be agreed by January 2002. It was important to meet this deadline, as the Strategies will be used in the interim review of the National Plan. Much of the remainder of 2000 was spent on the involvement of local interests in the preparation of the Strategy and on Audit of Service Provision. All community and voluntary organisations in the City were given an opportunity to participate. The Audit of Service Provision identified what services are being provided and to whom they are being provided.
These actions were used to develop an analysis of the City's current situation. The early part of 2001 saw the development of goals, objectives, development options and strategies to achieve them.
The Board established Working Groups to address specific issues and areas. These Working Groups are task-oriented and disband on reporting back to the Board. They give an opportunity for wider involvement of interested bodies in the Board's work.
